As always it comes down to money, athula. I agree with your sentiment but if they can do it cheaper by not considering that, they will. It'll be interesting to see how many keep on building and how it affects the housing prices in CA when it's implemented. I'd bet the builders will bump them up considerably citing their need for compliance.
