I really wish I could help you out here are you in the US ?
There are laws in every state that say the landlord must provide ADEQUATE heat.
Maybe even threatening to go to court will help??
short of that the other way I'm thinking of is to somehow get into their apt. you know.. the old can I borrow a cup of sugar ploy and close all their registers...with crazy glue...let them freeze it out for a while.
