I have no experience in dealing with the Canadian government for such issues
BUT - something I recently discussed in a class - your post made me remember it...
Many areas, in particular in the US - are now considered as economic entities and not just GEO/POLITICAL ones... ie (Northern NY and Southeastern Québec // TX or CA and the respective bordering Mexican regions)
because of their close interaction with each other (tourism, economy, travel, immigration)
So, my suggestion is : if you have experience in dealing with US grants etc, which I'm sure you're a seasoned veteran by now...
then maybe this can be a back-door-approach....?
I hope my backwards advice can offer some guidance.
