The gist is that this is the funding mechanism that the govt uses for things like getting programs implemented through industry associations, or research done through Universities. For instance, I believe that Natural Resources Canada provided (not sure if they still do) funding to the Canadian Trucking Alliance to put on energy efficiency driver training courses for truckers.
