The gist is that this is the funding mechanism that the govt uses for things like getting programs implemented through industry associations, or research done through Universities. For instance, I believe that Natural Resources Canada provided (not sure if they still do) funding to the Canadian Trucking Alliance to put on energy efficiency driver training courses for truckers.

What type of environmental project are you thinking of? If you're willing to attach a job experience to it, then you might want to check with Service Canada for project funding under Job Creation Partnerships.

Job Creation Partnerships

It's really a win-win situation. Eligible clients can get the work experience that they need. Eligible projects get the assistance that they need without having to pay a wage. Read more about it and maybe it's something you can look into.

Another program that you might want to look into that's offered by Service Canada is Targeted Wage Subsidies.

I know ECO Canada will help subsidize the wage of hiring a student intern if you satisfy a number of their criteria...
