I really wish I could help you out here are you in the US ?
There are laws in every state that say the landlord must provide ADEQUATE heat.
Maybe even threatening to go to court will help??
short of that the other way I'm thinking of is to somehow get into their apt. you know.. the old can I borrow a cup of sugar ploy and close all their registers...with crazy glue...let them freeze it out for a while.

There are similar laws up here, but they said it's the same in other houses around here too.

I showed the landlady some information I had when I'd gone to school for building maintenance that indicated how much wattage appliances put out. I showed her what the wattages for heaters were and looked at mine, and showed her that it used less wattage than was listed.

I also showed her that appliances that she uses on a regular basis use up more wattage than anything we have. The older appliances aren't energy star certified, and I told her as much.

I think now she understands about that, and gave us something to block the draft from our door.

Hopefully it helps.

We can't get up to their place to do anything, so that's not an option.

If I were you , I'd move. There are things that we need in life and if your not getting them there, find a new place to live.

The apartment is warmer, so I'm happy.

You should always use a dehumidifyer in a basement. The dampness can have huge effects on your internal health. If it is still damp, use two. I have done that before.

We don't live in a basement anymore, thank God. We're waiting to have the heat turned on over here, but soon enough it will be a lot warmer and I'll be happy.
