stav, that is why they do it, to get the attention! But they want the attention more for themselves than anything else. They like seeing themselves and their work on TV and in newspapers. Unfortunately though it does bring the situation to the attention of the public. That is what makes it even worse. A bad situation that people are casually ignoring because they don't want to worry about is then thrust upon them because of violence. Then they start worrying about the violence in a situation. That's what you call a Catch 22 or as my mother would say "between a rock and a hard place".
