Size of a wind turbine needed?

I would love if I could put up a wind turbine in my back yard. But if local by-laws prevent me from even putting up a clothesline to hang my laundry up to dry naturally, then a wind turbine is probably out in most subdivisions!
We need to start changing those dreadful by-laws!

I can't believe that. A simple clothesline is not allowed. That sucks. I'm sure a lot of people would love to have one.
