I think some publicity on what you want to do is probably the best way to get it started. Go to your local newspaper and explain to them what you want to do. They may also know of any government officials that might be able to help you in your quest. Good luck.

I liked this idea of adopting a highway and I can tell you for sure Indian roads need this kind of acts desperately....people do keep their house lanes clean but the highways are just terrible and bumpy...
