When one plans to extract 20 Gigawatts (or any other huge amount of energy) from an ecosystem, one should ask, what role was that energy playing before? In the case of a waterfall that is turned into a hydroelectric plant, that energy might have simply been eroding the soil hit by the water and therefore transforming it into a power house has negligible consequences on the surrounding ecosystem. But in the case of wind farms, are we 100% sure we are not changing wind patterns in an unsafe way?
