I wish there were fines...
Where I live there are no fines for littering and that is why you can see the condition roads and public places are in...I so wish there was SOME fine...and I think the steeper the better...atleast people will dread to litter that way.

I don't know, I mean you want it to deter someone from doing it. But mostly people will only stop after they are fined as they will start to think about it.

if they are really high, people will think more carefully about what they do.
