Most guides recommend fall

Most planting guides recommend planting trees and shrubs in early fall. If you have to go with Spring, wait until late spring after the frost danger has passed.

Early Spring or Fall

Basically, you want to plant trees when the ground isn't frozen and when it's not too hot. It's not impossible to plant trees in the winter, but you have to care for them more so they survive. With evergreens, you can plant them earlier in the fall and later in the spring.
Comments:
If you had to choose between Spring and Fall which would it be?
Personally, I would plant the tree in early spring. I know in Ohio sometimes we get those early frosts during the fall, which are likely to kill a sapling early on before it has time to root properly.
