Not that I've heard of beckerman but you raise a very interesting question... and one that governments should probably look more into... however I see this getting VERY complicated fast as other countries would definitely find other natural benefits within their country which also help the earth...

This has always been a tricky topic... such as smog from china traveling to other countries and affecting those countries... should china be fined for producing so much pollution... same goes for other countries..... the main problem is nature doesn't adhere to country borders
