I have a feeling that the economy will get worse, requiring cities loosen regulations regarding functions associate with Urban Homesteading.

Changing Urbane Zoning
If things get bad enough, or Obama issues a mandate for each state, people will band together and demand changes that make it easier to use Urban Homesteading methods to enhance their quality of life.
The only problem I see is getting enough people to raise the ruckus, or getting the mandate from the Federal Government
