I have food allergies, so I can't usually find my gluten-free and dairy-free alternatives in bulk. I am stuck with things that come in small packages. I do recycle, but it still seems like a lot of waste, and I don't have time to prepare ALL my food from scratch with alternative ingredients. This even applies to products like shampoo, which I also have to choose carefully.

Call the Companies

It might be worth it to call the companies that make your gluten-free and dairy-free alternatives and ask them if they will allow you to purchase the products directly from them in bulk. Even if they say no, your question might provoke them to look into ways to reduce their packaging. You can go a step further and make this suggestion to their customer service.
