Sometimes ideas to save water can be as simple as this...have the pavement surrounding your home be made porous so that all the rain water...gdoesnt run off but washes down the pavement to instantly bcome ground water...this idea has been applied at my fathers place and in peak summer time when the whole city is dry...atleast he gets water from the borewells...

As far as I know, pavement protects building foundations.
I wouldn't mind porous pavement in areas that aren't adjacent to buildings, but shudder to think of the problems moisture would cause for buildings if the pavement was next to foundations.
