Windex, magic eraser...depends on what type of floor you have.

If it is a linoleum floor, windex can be used first then small amount of acetone and then soap water.
If it is a wooden floor, use some hydogen peroxide or even a magic eraser may work.
Isopropyl alcohol, as bart says is also useful....

isopropyl alcohol

This is what I found...

Use a terry cloth to absorb as much of the stain as possible by blotting it up. When this is no longer allowing stain to be removed, apply isopropyl alcohol to the area by blotting onto it. This should remove all ink from the floor.

Ink Stains and Blobs

How about trying this?

Saturate the ink stain with hair spray.

Allow the stain to fully dry.

(I realize you tried the vinegar thing, but mixed w/the hairspray...who knows)?
Mix a solution of one part water to one part white vinegar.

Pour the solution on the stain.

Brush the area lightly with a medium-bristle brush, preferably a toothbrush.

Continue brushing until the stain is gone.

Blot the area with a dry, white cloth.

Flood the area with water.

Blot again.

Allow to dry.

Try this, but gently

If the liquids you are trying aren't getting the stain out, try a gentle scub with an old toothbrush. If it's a wood floor, VERY gently. After you're done, buff a little bit with a soft clothe.
