It is different depending

On who you ask! I've seen reports likening these toys to polio and some that say there is hardly any risk. I'd say it's probably somewhere in the middle.

Lead is toxic

Lead is a heavy metal with toxic effects. Depending on whether exposure is brief or long-term, there can be different effects. Acute lead poisoning - due to a short exposure to high lead levels - causes nausea, vomiting, stomach cramps, fatigue, headache, joint/muscle aches, anemia, and other symptoms - including death in the worst cases. Chronic exposure can cause severe damage to many organ systems - circulatory, nervous, urinary, and reproductive systems.

Small children are most susceptible, and lead exposure can lead to intellectual impairment and other permanent problems. Check out http://www.epa.gov/lead/ or http://www.atl.ec.gc.ca/epb/envfacts/lead.html for more information.
