I think the lack of moon exploration is due to a lack of interest on the part of the public, but then that is a handy excuse and might not be the truth.
Comments:
I think it may be that the moon is considered an easy trip, no danger (perception). But studying the unknown like going to Mars or another planet, with more danger and room for error would spark a heck of a more interest.
