The short answer is no
The long answer is that several years ago they tried a project called Biosphere. It failed miserably. Google it for a really detailed explanation. Biosphere was designed as something of a self-contained habitat for living on Mars.

Life on Mars...
I imagine that there could be another approach to a system for living on Mars, but I also think it would be tough to find funding for it in the next while. I think that NASA hasn't been a priority for funding in recent years, even before this current economic meltdown.
