I have never smoked, yet I come home to an apartment that smells of cigarettes simply because my neighbors smoke. I have a HEPA filter, but it doesn't completely remove the smell.
Obviously we purchase items from China and other trade partners that pollute because the prices are so low for the products. Would a protective tariff on such goods discourage domestic consumption and encourage the offending nation to clean up its act?
