I think those ordinances are just silly. Tall grass may not look great (a matter of opinion) but it's not dangerous so it should be up to the land owner.
right? so how do they know you've broken the regulations??? I've got a picture of an army of little council inspectors carrying clipboards and wearing glasses, running around with tape measures measuring every blade of grass....
make sense in a high risk of fire area.. but then in that case it isn't just a local ordinance, it would be specified as a safety measure, avoiding any protests.
A former town of our residence maintained laws for short grass because of the fire hazard. In that sense it was better for the environment, because short grass doesn't burn as quickly or hot as long grass.
I'd normally say it's ridiculous as I see no point in keeping grass short except that some people see it as aesthetically pleasing, but I think HereToday's answer makes a good point and highlights a reason why it may be a good idea at times.
