Obviously we purchase items from China and other trade partners that pollute because the prices are so low for the products. Would a protective tariff on such goods discourage domestic consumption and encourage the offending nation to clean up its act?

Buying from polluting nations?

I think making it illegal for US companies to outsource manufacturing to these companies would be a good start. After all, the companies outsource to take advantage of fewer environmental regulations, but sell what is manufactured within US borders!

how about encouraging

domestic producers with tax breaks and incentives to produce goods that are cheaper and more environmentally friendly?
