if research could be made...
on more easily and environtally-friendly-recyclable (not giving off too much hazardous byproducts in the process of recycling) items, this act would be much more worthy.

New Bill in Congress...
It is a VERY good idea on several levels.
First, we preserve the manufacture and add to our own recycling industry.
Second, and even more important, we aren't giving away materials to other countries, who may use them against us in another form!
