I keep hearing the president and other politicians saying they want car companies to produce more hybrid or electric-only cars. What incentives are they offering the car companies to make them and what incentives are they giving the buyers to buy them?

What is the president doing to persuade car companies to produce more hybrid cars?
I think it will take more than just convincing or gentle persuasion. I think there will need to be some sort of force applied to get the changes going.
